对外经济贸易大学是中国外经贸领域中著名的高等学府，荟萃着诸多金融与贸易的著名专家学者。租赁研究中心为对外经济贸易大学下属的专门学术研究组织，于2001年4月成立，是我国第一家专门从事租赁，尤其是融资租赁理论与实务研究的研究实体。对外经贸大学早在1989年就为金融、国贸、会计和法律等专业的本科生和研究生开设了《国际租赁》课程，10多年来不间断地为我国租赁市场培养了数千名掌握租赁理论与实务的专门人才。10多年的研究与发展，使中心从成立伊始，就在我国处于租赁研究的领先地位。

    中心的主要专家早在中心成立之前就深入地参与了我国大量有关租赁业发展的宏观经济政策的决策过程，如《中华人民共和国合同法》中《融资租赁合同》、财政部《企业会计准则----租赁》、中国人民银行《金融租赁公司管理办法》、对外经济贸易合作部《外商投资租赁公司审批管理暂行办法》等法律法规的建设，并充分发挥了专家学者的客观中性的作用。与国际著名租赁专家一起，参与了作为重要国际金融机构的国际金融公司《关于中国租赁业的监管与立法》共3期的租赁技援项目。中心主任史燕平教授应国际著名欧洲货币出版集团的邀请，为其在世界范围内发行的《2001世界租赁年报》撰写了中国分报告。这也是该年报出版20年来首次由中国大陆人士撰写的中国分报告。中心专家为浙江金融租赁、惠普租赁等国内多家著名租赁公司进行了业务培训，为中国人民银行非银行金融机构监管官员的提供了融资租赁业务与监管的培训。中心成立以来，进一步致力于拓展与国内金融界、国际租赁界的联系，已与澳大利亚、尼日利亚、印度等国租赁协会或租赁公司、美国具有30年经验的ALTAS租赁咨询公司等建立起了联系或合作意向，并将进一步拓展与国内高校金融、租赁专家的合作联系。中心已汇集了丰富的、一手的国内外租赁领域的相关资料。

    中心的宗旨是依托对外经济贸易大学雄厚的科研力量，以我国金融服务业的开放与发展为背景，以融资租赁这种具典型有物权融资特征的金融工具和营销手段为研究对象，着重研究融资租赁的运行规律，及与其他金融工具的相互关系，致力于完善我国租赁信用理论的建设，尽力解决我国租赁市场发展与对外开放中所遇到的问题，始终站在我国租赁研究的前沿。努力将中心办成沟通我国租赁界产、学、研的高起点、高水平的研究平台。
根据章程要求，研究中心的主要致力于下述活动：开展以融资租赁为主的理论研究，为政府管理部门宏观决策提供研究成果，承揽租赁领域的课题研究，帮助各类出租人企业进行业务与发展的策划和咨询，为承租人企业提供租赁技术援助，为社会提供租赁业务与政策的咨询和培训，组织各种类型的国际、国内研讨会。

  UIBE is the sole prestigious university in China specializing in the field of international trade and economy with an excellent facility of many professors and experts in the areas of finance or trade. Leasing Research Center, established in April 2001, is an academic research organization affiliated to UIBE. It is the first organization in China specializing in lease research, especially in financial lease. UIBE established International Lease courses in its undergraduate and postgraduate program in 1989. For the last decade, thousands of students with theoretical and practical knowledge on lease have graduated from UIBE. This more than 10 years' research experience has put Leasing Research Center in the leadership in China since the day it was set up.

  The experts in the Leasing Research Center have deeply involved in advising and consultation to the decision-makers on the macroeconomic policies regarding lease industry, such as Financial Lease Section in Contract Law of PRC, Enterprise Accounting Standard----Lease issued by MOF, Rules Governing Financial Leasing Company issued by PBoC, and Rules Governing Foreign Invested Leasing Company by MOFTEC. Some of them have participated and worked jointly with foreign experts in the 3 phases of Regulation and Law Making Regarding China's Lease Industry sponsored by IFC. Professor Yanping Shi, director of Leasing Research Center has been invited by Euromoney Publications PLC to write China Lease Report as a section in World Leasing Yearbook 2001. This is the first time that China Lease Report is written by Mainland Chinese experts during the 20-year history of this annual publication. Moreover, Leasing Research Center has provided lease practice training program for Zhejiang Financial Lease, HP Lease and some other domestic lease companies, as well as financial lease regulation training program for non-bank financial institution department of PBoC. Since its establishment, Leasing Research Center has been active in the communications with its domestic and international counterparts. Now, it has signed letter of cooperation intention with national lease associations or companies of Australia, Nigeria and India, and American ALTA Lease Advisory Company, and plans to cooperate further with domestic universities and lease expertise. So far Lease Research Center has collected a leasing material databank including rich information in the related area.

  Our mission is to find the nature governing financial lease and its relationship with other financial instruments under the climate of China's opening-up of finance and lease sector's opening up, with the education and research strengths of UIBE as backup. We are committed to improving China's lease credit theory and resolving the problems arising in the opening and development of China's lease market. Our goal is to build up a high-level research platform connecting enterprises, universities and research organizations. We will always stand in the frontline of China's lease research.
According to the Article of Association, the major activities of Leasing Research Center are as following: policy research regarding financial lease as consultation to the government, subject research for clients, business advising service for lessors and leasing technical assistance for lessees, advising and training program for the society, and organizing international or domestic seminar.
